THE HIERARCHY
Royalty: Kings, queens, heirs, and the highest advisors. The royalty is commonly a small family group, but in Cthonia, the king views a crown as something that a wolf must earn through valor and worth rather than birthright. In addition, the king's co-ruler does not necessarily have to be his love interest--although such affairs tend to develop between rulers over time--and it would not be unheard of for him to take a queen or even a king beside him for mere diplomacy's sake.

The Council:The council consists only of the High King's most trusted advisors. It is the bridge between king and commoner. However, though council members hold a higher rank than civilians, they are no more important than the lowliest hunter and no less important than the king himself.
The Body: This faction of the council is dedicated to inter-pack relations, including wars, treaties, alliances, conquests, espionage, and current events. It may also deal with hunting, border patrol, and civil unrest. These wolves are the brute strength of the pack and should therefore be largest in number. The head advisor must be skilled in strategy and combat, and must also be willing to lead and train those under him.

The Mind: This group of wolves is charged with affairs within the pack. It speaks for the common man and is also dedicated to serving judicially. Should a trial be necessary, these wolves will stand as judges, ready to deal blind justice and condemn or condone to the best of their ability. The head advisor must be a well-learned scholar, preferably knowledgeable in areas such as history, mythology, philosophy, and the natural sciences. Typically, the positions in this faction are occupied by the elderly who have given their entire lives to the pursuit of knowledge and, more importantly, wisdom.

The Soul: This is the clerical branch of the council, consisting of priests and their studying seminarians. They are the earthly messengers of the gods, serving to the best of their abilities and voicing the demands of the otherworld with a calm and logical mind. They guide the spirits of the pack and may either lead the subjects into salvation or eternal damnation, and a successful leader must not show any signs of corruption, lest he call the wrath of the gods down on the pack.

Civilians: These wolves are no less important than the council. It is for the civilians that the council even exists, and these wolves also serve as the skeleton of the pack, supporting it when otherwise it would surely crumble. They undertake such duties as hunting, guarding the borders, watching over the pups, and protecting the pack in times of strife. There are no specific ranks between them, each wolf must play his part in serving his pack, and the shifts rotate between all the civilians, though a wolf who performs a task exceptionally well may be asked to teach the whelps or lead the others.

Omegas: This rank is not given to wolves who take up permanent residence in the Cthonian borders. It is passed on to nomads who take temporary shelter in the lands, and while it is commonly seen as a dishonor it is nonetheless a necessity. The wolves who bear this lowly title must be treated with the utmost respect, however, even though they have no say in pack affairs or a place among the subjects. They are not granted the same benefits as a pack member, but they are treated as equals regardless. Pack members deserving of an omega title are simply exiled because the High King sees no use for weakness in his pack.
